2025 Plan of Conservation and Development Update
The Town of Orange’s Planning and Zoning Commission is leading the development of the Town’s next Plan of Conservation and Development (POCD). Section 8-23 of the Connecticut General Statutes mandates the adoption of a POCD at least once every ten years.
What is a Plan of Conservation and Development?
A Plan of Conservation and Development (POCD) is an advisory document which provides the blueprint for the future of a municipality, guiding its future action for the next ten years and beyond.
The POCD provides goals, objectives, policies, and strategies to allow the Town and its various entities to implement a coordinated long-term vision.
The POCD addresses key aspects of planning including economic development, natural resource protection, transportation, infrastructure, housing, and sustainability. The execution of the POCD is carried out by the town’s staff, its boards and commissions, community groups, and private development.
History of the Orange POCD
Orange's last POCD was adopted in 2015 and is organized into multiple sections. These sections consisted of strategies for conservation, development, infrastructure, and future land use.

Meetings
Public feedback will be requested at intervals throughout the POCD process, including a survey and two Public Workshops. Updates and requests for public feedback will be posted on this page.
Public Survey
As part of the public engagement process for the 2025 POCD update, a public survey was conducted to gather community input on key issues and opportunities explored in the Plan. The survey was open from January 6th to February 17th, 2025. Below is a link to a summary of Public Survey results.
